The Challenge

Existing roadways are in a state of disrepair and are woefully ineffective in serving the Sacramento region’s critical transportation needs. With population growth and housing needs at an all-time high, the importance of addressing these challenges cannot be overstated. Despite the readiness of essential projects such as sections of the Capital SouthEast Connector (the Connector) Expressway, which have received approval and are designed with climate-conscious principles in mind, progress is hindered by a significant shortfall in both state and federal funding.

Enough is enough. For the first time in the Sacramento region’s history – a new organization – Friends of the Connector – is poised to take a new approach to ensuring that this critical piece of infrastructure becomes a reality for the health, safety, and future economic prosperity of our region now and for decades to come.

The Solution

The Friends of the Connector, a new 501c(4) organization, will bring together a diverse group of business, labor, community, elected officials, and some of the top national minds in transportation – to sift through the noise and implement a direct strategy to secure the state and federal funds we need to complete the approved sections of the Connector. Together, we will develop a clear plan to obtain the necessary state and federal funds for completing the following approved sections of the Connector.

This laser-focused approach will give our region a competitive advantage in securing the specific state and federal sources needed to complete these projects as well as have the potential to create over $1 billion in economic output, create nearly 7,400 new full-time jobs, and generate $43 million in new state and local taxes on production and imports.

The 6.5-mile Kammerer Road corridor between Interstate 5 and State Route 99 in Elk Grove is being implemented in partnership with the City of Elk Grove and County of Sacramento.

Status:

  • Environmental review complete.

  • Initial construction of 3-mile segment between Bruceville Road and State Route 99 completed in 2023. City of Elk Grove is currently updating the General Plan for this segment.

  • Final engineering design between Interstate 5 and Bruceville Road will begin in 2024, with right-of-way acquisitions anticipated in 2025.

At 19 miles between State Route 99 and White Rock Road, the Grant Line Road corridor is the SouthEast Connector Expressway’s longest and is being implemented in partnership with the City of Elk Grove, County of Sacramento, and City of Rancho Cordova.

Status:

  • Grant Line Road interchange at State Route 99 and nearby Union Pacific Railroad grade separation projects are complete.

  • Environmental review is complete and right-of-way acquisition is underway for improvements to the southern end of Bradshaw Road near Grant Line Road.

  • Development of a precise roadway plan including near-term intersection improvements is underway for the alignment between Bond Road and Calvine Road.

  • Environmental review on alignment between Calvine Road and State Route 16 (Jackson Highway) is expected to be completed by 2030.

  • Environmental review is complete and right of way acquisition is underway for the alignment between State Route 16 and White Rock Road.

The 9-mile White Rock Road corridor between Grant Line Road and US Highway 50 is being implemented in partnership with the County of Sacramento, City of Folsom, and County of El Dorado.

Status:

  • Silva Valley Parkway interchange at Highway 50 is complete.

  • Environmental review of the alignment near the El Dorado Hills Town Center is underway.
